Ukraine's President Volodymyr Zelensky participated on Thursday in a meeting of the European Council in Brussels where he presented what he called "necessary steps for peace."
Firstly, Zelensky argued, "Everyone needs to make sure that Russia, as the sole source of this war, accepts the need to end it."
